Donation of Equipment
Members (full or supporting) or non-members can donate Equipment to Arch Reactor at which point the member (full or supporting) or non-member relinquishes ownership of said Equipment thus becoming Arch Reactor Equipment and subject to the rules governing Arch Reactor Equipment.
To perform a donation, the member (full or supporting) or non-member is to provide a letter of intent donating said Equipment to Arch Reactor including a description of said Equipment and estimated value. Arch Reactor in turn provides a receipt of the donation including a description of the Equipment and estimated value.
It is the responsibility of The Sergeant at Arms to provide the Donation of Equipment service. Equipment Registration is required for all donated Equipment.
Removal of Arch Reactor Equipment by anyone other than the Equipment Owner will be considered Theft of Equipment.
Loaning of Equipment
Members (full or supporting) or non-members can loan Equipment to Arch Reactor at which point said Equipment becomes Loaned Equipment and subject to the rules governing Loaned Equipment.
To perform a loan, the the member (full or supporting) or non-member is to provide a letter of intent loaning said Equipment to Arch Reactor including a description of said Equipment and estimated value. Arch Reactor in turn provides a receipt of the loaned Equipment including a description of the Equipment and estimated value.
It is the responsibility of The Sergeant at Arms to provide the Loaning of Equipment service. Equipment Registration is required for all loaned Equipment.
Loaned Equipment may only be removed from The Arch Reactor Space by the Equipment Owner. Loaned Equipment may be removed from The Arch Reactor Space at any time provided notification has been made of said removal to The Sergeant at Arms who in turn removes the Equipment from the Loaned Equipment list. The Equipment is no longer governed by the rules dictating Loaned Equipment.
If the Equipment is returned to Arch Reactor by the Equipment Owner, then The Sergeant at Arms is to reinstate the Equipment to the Loaned Equipment List, updating the description and estimated value if applicable, at which point said Equipment becomes Loaned Equipment and subject to the rules governing Loaned Equipment.
Removal of Loaned Equipment by anyone other than the Equipment Owner will be considered Theft of Equipment.
Loaned Equipment may be donated by following the rules dictating Donation of Equipment.
Borrowing of Equipment
Neither Arch Reactor Equipment nor Loaned Equipment are available to become Borrowed Equipment. See Loaning of Equipment for the removal of Loaned Equipment from The Arch Reactor Space.
Usage of Equipment
Usage of Equipment is limited to within the The Arch Reactor Space or other area and is limited to Members (full or supporting) with access to the The Arch Reactor Space or other area where the Equipment resides. Members (full or supporting) must be trained on any Complex Equipment before initially using said Equipment.
Upon completion of using said Equipment, the Equipment User is to perform routine cleaning processes as applicable to said Equipment.
The Sergeant at Arms retains the right to revoke access to any Equipment to any Member (full or supporting).
Complex Equipment
All Complex Equipment is to be marked as such. Said marking should include:
- Training requirements
- List of trained Equipment Users
- Safety considerations
- Location of Operators Manual
Maintenance of Equipment
Equipment Maintenance of Arch Reactor Equipment and Loaned Equipment is the responsibility of The Sergeant at Arms first, then the Equipment Owner.
The Sergeant at Arms is granted the right to remove, maintenance, or destroy Arch Reactor Equipment and Loaned Equipment as he/she sees fit in lieu of safety or emergency.
Theft of Equipment
Equipment is considered to be the subject of Theft when it has been removed from the The Arch Reactor Space or other area by a party other than the Equipment Owner.
Equipment is not considered to be the subject of Theft when it has been removed from the The Arch Reactor Space or other area in lieu of safety or emergency. Such removal must be reported to The Sergeant at Arms at the time of removal.
A Theft of Equipment is to be reported to The Sergeant at Arms. The Sergeant at Arms will then perform an investigation and provide a report to the Arch Reactor Board. This report should contain:
- Arch Reactor Equipment Id
- Estimated Date of Theft
- Suspected Thief
- Estimated Loss Value
- Requested Reparations to Equipment Owner
- Names of people in the The Arch Reactor Space or other area a time of Estimated Date of Theft
Upon the decision of the Arch Reactor Board that the Equipment was Loaned Equipment and was stolen by a party other than the Equipment Owner, then Arch Reactor is to replace the Loaned Equipment or reimburse to the Equipment Owner the Estimated Loss Value.
Upon the decision of the Arch Reactor Board that the Equipment was Loaned Equipment and was stolen by the Suspected Thief, then the Arch Reactor Board is to request of the Suspected Thief reimbursement of any expenses involving the Theft of Equipment and has the option to revoke the Suspected Thief's membership.
Theft of Equipment valued at $100.00 or greater is required to be reported to the St. Louis Police Department by the Arch Reactor Board.
Damage to Equipment
Equipment is to be considered Damaged when the Equipment no longer operates normally, is missing components, is visually marred, or otherwise incurs a significant loss of value.
Cause of Damage is to be determined to be caused by Equipment User Negligence, Equipment Wear, or Equipment Maintenance Negligence.
Damage to Equipment is to be reported to The Sergeant at Arms. The Sergeant at Arms will then perform an investigation and provide a report to the Arch Reactor Board. This report should contain:
- Arch Reactor Equipment Id
- Estimated Date of Damage
- Suspected Equipment User (if applicable)
- Suspected Cause of Damage
- Estimated Loss Value
- Requested Reparations to Equipment Owner (if applicable)
- Names of people in the The Arch Reactor Space or other area a time of Estimated Date of Damage
Upon the decision of the Arch Reactor Board that the Equipment is Loaned Equipment, is Damaged, and said Damage was caused by Equipment User Negligence by a party other than the Equipment Owner or by Equipment Maintenance Negligence by The Sergeant of Arms, then Arch Reactor is to fix or replace the Loaned Equipment or reimburse to the Equipment Owner the Estimated Loss Value.
Upon the decision of the Arch Reactor Board that the Equipment is Arch Reactor Equipment or Loaned Equipment, is Damaged, and said Damage was caused by the Suspected Equipment User via Equipment User Negligence, then the Arch Reactor Board is to request of the Suspected Equipment User reimbursement of any expenses involving the Damage to Equipment and has the option to revoke the Suspected Equipment User's membership.
Equipment Catalog
The Sergeant at Arms is to keep a current catalog of all Arch Reactor Equipment and Loaned Equipment. This catalog should contain for each Equipment:
- Arch Reactor Equipment Id
- Equipment Owner
- Equipment Name and Model Number
- Equipment Description
- Equipment Condition
- Serial Number
- Estimated Value
- Date Donated / Loaned
- Date Removed by Equipment Owner
- Equipment Training Notes
- Potential Safety Hazards
- Manufacturer's Operators Manual
